To fulfil the requirements of this outcome, all pages published on council websites should conform to level AA of the W3C accessibility standards.
The European Parliament Resolution (2002)0325 regarding the accessibility of public websites stresses the fact that, for websites to be accessible, it is essential that they are double-A compliant.
Procedures should be put in place to monitor compliance on an ongoing basis.
Corporate strategy for conformance to W3C standards should be set against the need to offer improved presentation of web information and content. In designing websites for people with disabilities, it should be remembered that we are not designing only for those with sight disabilities. We must consider disabilities of all types. Graphics, including map-based presentation, can be especially useful to individuals with certain reading disabilities, learning disabilities, attention deficit disorders, or cognitive disabilities.
In some cases, it may not be possible to comply with the W3C definition of website accessibility. For example, Geographic Information Systems (GIS) technology to make digital maps accessible to all users with visual impairments is not widely available. In this situation, authorities should ensure that alt text is provided to communicate the purpose of the map accurately and succinctly. When there is no other way to make the content accessible, a text-only page with equivalent information or functionality should also be provided. The content of the text-only page should be updated whenever the primary page changes. |
