Gambling licences

The Gambling Act 2005 regulates the provision of all gambling in the UK except the National Lottery and Spread Betting.

Similarly to the Licensing Act 2003, there are certain objectives which the Council and licence holders must have regard to, namely:

  • Keeping gambling crime free.
  • Making sure that gambling is fair and open
  • Protecting children and vulnerable adults.

Local Authority Responsibilities
The Local Authority is required to develop and publish a statement of its gambling licensing policy and principles which is taken into account when issuing the following licences.

Premises Licences:

  • Casinos
  • Betting Offices and Race Tracks
  • Bingo Clubs
  • Adult Gaming Centres
  • Family Entertainment Centre

Permits:

  • Gaming Machines in alcohol-licensed premises, such as pubs.
  • Gaming Machines for members clubs
  • Gaming in members clubs
  • Unlicensed family entertainment centres (Category D machines only - i.e. those that have the lowest level of stakes and prizes)
  • Prize gaming
  • Occasional Use Notices
  • Temporary Use Notices
  • Provisional Statements

Registrations:

  • Small lotteries

Local authorities will also undertake inspections and enforce the conditions on issued licences, permit and notices.

Premises Licence Fees
Premises licence fees have been set from within a prescribed fee band set by the DCMS.
