New landlord licensing scheme to tackle poorly maintained properties

Landlords renting out homes in Dollis Hill, Harlesden & Kensal Green and Willesden Green, will legally be required to have a licence from 1 August this year. Brent’s cabinet voted in favour of introducing a selective licensing scheme in the three wards today (17 April).

The three wards were selected following a borough-wide consultation that began last year. A report to cabinet members showed that a selective licensing scheme would have a positive impact on poor property conditions and high levels of antisocial behaviour in the three areas. Dollis Hill, Harlesden & Kensal Green and Willesden Green also have a high number of private rented sector properties in Brent, well above the national average.

"Landlords who fail to licence their properties could receive a civil penalty fine of up to £30,000 or even a criminal conviction. But we have found that most landlords want to work in the best interests of their tenants and are happy to cooperate with a scheme that makes sure that renters live in well-maintained and managed homes."

Under the selective licensing scheme, landlords of privately rented homes within the designation will be required to apply to the council for licences. The licence fee will be £640 up to a five-year licence. Further details regarding the application process will follow over the coming weeks in the run-up to 1 August.
