Adult Social Care Commissioning Strategy 2026–2029

We want more people to get support within their local communities before they need formal social care services.

We will work with voluntary, community, faith and social enterprise organisations to develop local networks of care and support, helping people stay connected, build on their strengths and access help earlier.

This community coordinated approach can improve wellbeing, reduce loneliness and help people remain independent for longer.

Home care plays an important role in helping people remain safely in their own homes.

We want to develop a flexible and responsive home care service that focuses on helping people achieve their goals, maintain independence and adapts to rapidly changing needs.

As part of this work, we will retender home care in 2026–27, moving to a Home Care Neighbourhoods model aligned with the Council’s strategic neighbourhoods model.

This will require providers to be active partners in local communities, integrated within neighbourhoods, building local connections, and contributing to community resilience.

We want people with learning disabilities, autism, mental health needs and older people to have access to high-quality housing-based support that promotes independence, safety and choice.

We want to work with providers who act as active partners and embed themselves within Brent’s diverse neighbourhoods to ensure residents receive personalised support that reflects their individual needs, abilities and aspirations.

Some people need specialist residential or nursing support to meet complex care needs, including dementia. We want care homes in Brent to provide safe, high-quality and person-centred care that promotes dignity, wellbeing and meaningful engagement.

In 2026–27, we will work with the market to develop block purchasing arrangements that improve stability, continuity of care, and value for residents and the system. We will also work closely with North West London partners to explore joint commissioning opportunities, particularly for specialist dementia and nursing provision.

Providers are expected to maintain strong quality standards, deliver personalised care, and collaborate with health and social care partners to ensure safe, responsive, outcome-focused support.

Technology can help people live independently, stay safe and have greater control over their support.

We will continue to explore how technology-enabled care can improve residents' experiences and help us design services that are more personalised, responsive and effective.

We want to work with partners to strengthen our technology enabled care offer, using digital tools to enhance residents’ care experience and generate data and insights that inform future care package design.
