The Council reserves the right to market the land through an agent if the desired market rate is not achieved during this process.

Proposed use	Padel only and is subject to planning authority permission.
Application process	Interested parties should email their proposal to valefarmpaddle@brent.gov.uk. As part of their submission, bidders must provide: A proposed annual income or profit share split with the Council Concept drawings showing the proposed layout of the padel courts and any associated facilities, including fencing, lighting, seating, landscaping and supporting infrastructure. Please note, that Vale Farm is designated as a Public Open Space and a Local Green Space where the provision of outdoor sports facilities is generally supported but new indoor sports facilities are not. Padel is generally an outdoor sport, but that in some instances, all-weather courts are delivered. The open space designations will affect the design of the courts, which should not be delivered as indoor sports facilities. The applicant must present the proposed operational model, including a pricing structure that is appropriate for the local demographic. The applicant shall be solely responsible for the management of the operation and all associated capital investment requirements. Two recent letters showing proof of address for any nominated person proposed as tenant of the lease, e.g.: a bank/credit card statement, utilities or council tax bill Bank statements for the last 3 months showing the funds to cover the first 3 months advanced rental payment and the funds for a 3 months’ rent deposit, a total of six months’ rent. The successful proposal should demonstrate financial viability, including the proposed rental offer, operational sustainability, community benefit, and the ability to provide a high-quality padel facility that complements the existing sports and leisure offer at Vale Farm. Any development will be subject to planning permission, landlord approval and all other necessary statutory consents. The Council is not obliged to accept the highest offer or any offer. Any negotiations are subject to contract/lease and Heads of Terms set out in this document may be subject to change.

Description

The Council is seeking proposals for the development, operation and management of padel courts on two areas of land at Vale Farm. Proposals are invited for either Site 1, Site 2, or both sites.

Costs

The prospective tenant will be responsible for the Councils Legal costs that will be in the region of £1,800. The Surveyors fees will be £1,900.

Proposed Lease (Heads of Terms)

1. Term – TBC
2. Lease Break Option – mutual rolling break option with three months prior written notice.
3. Landlord and Tenant Act 1954? Excluded, contracted out.
4. Repairing obligations – full repairing and insuring lease.
5. The successful bidder will need to comply fully with the terms and conditions of the lease.
6. No assignment of the lease is permitted.
7. Social value requirement to be confirmed by Parks Services.

The prospective tenant will be required to provide the following satisfactory references:

a bank reference which must support the financial offer for the property
a previous landlord reference or a trade reference (from someone who has had business dealings with the prospective tenant for a period of three years)
professional reference (accountant, solicitor etc)

Site 1 is located within the Vale Farm Sports Centre grounds on Watford Road, North Wembley. The site can be accessed from Watford Road and is close to North Wembley and Wembley Central stations. Parking is available at Vale Farm Sports Centre.

Site 2 – Land Adjacent to 279 East Lane, Wembley, HA0 3LE

Site 2 is located off East Lane in Wembley, next to 279 East Lane. The site is easily accessible from East Lane and is within walking distance of local public transport links, including North Wembley and Preston Road stations.
