Impact on residents

At present the South Kilburn estate suffers from an over-concentration of smaller flats. The South Kilburn regeneration programme will provide a more sustainable mix of housing types, which will meet the needs of residents in the short, medium and long term.

This will encourage a wider mix of household types within the area and provide opportunities for residents to remain in South Kilburn if their situation changes.

Some secure council tenants will have to move home as part of the South Kilburn Regeneration Programme, as we demolish and redevelop blocks to deliver high quality new homes.

The South Kilburn Rehousing Team will contact you 12-18 months prior to the block you live in being redeveloped.

We will support and advise you throughout the process. Before we start demolition work on your block you will receive an offer of a new home.

Your rehousing options

You will receive one offer of accommodation that meets, or at the discretion of the council, exceeds the housing need of your household.

Your offer will be either a permanent move:

• within South Kilburn to a new home
• within South Kilburn to an existing council property
• outside South Kilburn, if you prefer, within the borough

Most households will only have to move once. However, a small number of short term temporary moves may be required for some households, to provide timely vacation of sites.

We will make sure this only affects a small number of households and to minimise the length of any short-term move. Any household that is required to temporarily move will have a guaranteed right to return.

If you want to move off the estate, we will try to relocate you to your area of choice. However, this will be dependent on suitable homes to match your needs being available.

Car parking

In order to build high quality new homes the level of car parking across the neighbourhood will be reduced.

Access to a designated car parking space or on street parking cannot be guaranteed for residents unless they have a Disabled Persons Badge.

On 17 June 2019 the Council’s Cabinet agreed changes to its Housing Allocations Policy.

They included recognising that households living in temporary accommodation, on an estate being regenerated, are a part of the community. Therefore, they should have the same access to a new permanent home built on the estate as existing council tenants.

If you are affected by this change, and are now entitled to a new permanent home as part of the South Kilburn regeneration, you will have received a letter to confirm this.

To progress the regeneration programme, we will need to acquire leasehold properties within the remaining blocks.

It is our preferred option to buy back your property by agreement at full open market value. You will be contacted roughly 12 to 18 months before your block is due to be demolished to discuss your options.

As a leaseholder you will get market value for your home plus:

• 10% home loss payment (owner occupiers), or 7.5% home loss payment (owner investors)
• Solicitors fees, survey fees and other reasonable moving expenses paid.

In some cases, it may be impossible for the council to acquire all property interests by agreement in the projected timeframe or at a reasonable cost. We may therefore make a Compulsory Purchase Order via the courts in parallel with negotiations. This is to ensure that the redevelopment timetable can be met and that we can continue to deliver much needed new homes. 

Leaseholder occupiers

There are a number of Housing options for leaseholder occupiers, which are available to you and will depend on the timing of when you move, and the availability of homes in the new developments.

They include:

• Shared Equity

You will own a share of the property, with the council owning the remaining share. You will not have to pay rent.

• Shared Ownership
  

You own a share of the property, and pay rent to a housing association on the remaining share. You can increase your ownership percentage over time, if you wish to. Please be made aware that this is subject to matching the eligibility criteria, which will be discussed with the Leaseholder officer.

Leaseholder investors

If you are an investor landlord, us buying your property back is the only option available to you. We will be looking to buy your property by agreement at open market value with vacant possession.

If you rent a property from a private landlord, Brent Council do not have a duty to rehouse you so you will not receive rehousing support from the South Kilburn Regeneration Team.
