Staples Corner Growth Area Masterplan and Design Code SPD

Brent’s Local Plan designates Staples Corner for industrial and housing growth, with the ambition to transform the area into a new mixed-use community, providing a range of new business premises fit for modern day occupiers, as well as at least 2,200 new homes with an improved environment and supporting infrastructure.

To achieve this ambition, the Council has developed a Staples Corner Growth Area Masterplan and Design Code SPD(SCGA SPD) that will provide the detailed vision and planning policy framework for regeneration and growth in Staples Corner for the next twenty years.

The masterplan will be strategic in nature and will include a design code to define and deliver consistent design quality through the different phases of the masterplan.

The SPD is needed to: 

• establish the long-term vision, aspirations and objectives for Staples Corner Growth Area
• bring forward physical, social and economic regeneration for the benefit of all the community
• set out guidance relating to land use, the intensification of industrial sites and co-location with residential uses, and appropriate locations for different uses
• identify and secure community facilities, green open spaces, employment and commercial uses, transport and other infrastructure to support good growth
• provide detailed design coding requirements for new developments coming forward in the area
• provide a clear framework for coherent; and comprehensive redevelopment of an area where land ownership is highly fragmented
• ensure that the negative consequences of piecemeal development are avoided
• provide a basis for planning decisions.  

Staples Corner Design Code

The Staples Corner Design Code is a core part of the SCGA SPD and has been developed using funding secured from the Department for Levelling Up, Homes & Communities (DLUHC), as part of the Design Code Pathfinder Programme. 

A Design Code is a set of simple, concise, illustrated design requirements for new developments coming forward in an area. They are important because they can provide greater certainty for communities about the design of the development and bring conversations about design to the start of the planning process rather than the end. They can also give developers, occupants, and adjacent communities greater certainty about what may be acceptable when seeking planning permission. 

A group of Staples Corner Community Champions were recruited specifically to participate in the preparation of a draft Staples Corner Design Code, for which a series of engagement workshops took place in December 2022, and January and February 2023. 

The draft Design Code was consulted on from 24 August to 2 November 2023. Consideration was given to all consultation representations, responses provided and, where necessary, changes recommended. On Tuesday 7 May 2024, the decision was taken to approve the changes to the draft Design Code considering consultation responses and incorporate it into the draft Staples Corner Masterplan & Design Code SPD.
