Brent Council has launched a Local Plan Scoping Consultation as the first step in preparing a new Local Plan for the borough. The consultation is being carried out in accordance with Regulation 20 of the Town and Country Planning (Local Planning) (England) Regulations 2026.

This is the first formal opportunity for residents, businesses, community groups and other stakeholders to help shape the future of Brent.
The Local Plan Scoping Consultation will be open until 11:59pm on 30 September 2026.
All responses must be received by the closing date and include a name and address to be considered valid. Responses will be made publicly available as part of any future Local Plan examination process.
The scoping consultation is the first stage in preparing the new Local Plan. It is an opportunity to tell us:

At this stage, we are not consulting on detailed planning policies or specific planning applications. Instead, we are seeking views on the overall direction and priorities for the new Local Plan.
To help you take part, we have prepared a Background and Context Document.
This document provides information about Brent today and includes high-level analysis of key issues and challenges facing the borough. It is intended to support participants when completing the consultation and not to influence responses in any particular direction.
We are equally interested in hearing your own views and experiences of living, working or studying in Brent.

As part of preparing Brent's new Local Plan, we are inviting landowners, developers, agents, community groups, residents and other stakeholders to suggest sites that may be suitable for development or a change of use.
The information received will help inform the Council's Land Availability Assessment, which identifies land that may be suitable to meet the borough's future development needs.
We welcome suggestions for sites that could support:
The Call for Sites is being conducted through a separate consultation.
The Call for Sites will be open until 11:59pm on 31 December 2026.
When submitting a site, you should provide evidence that the land is available for development. This may include proof of ownership or confirmation that you are acting on behalf of the landowner.
Submitting a site does not mean it will automatically be allocated in the Local Plan or granted planning permission. All submitted sites will be assessed as part of the evidence base for the new Local Plan. Any potential site allocations would be considered through future stages of the plan-making process.
We encourage residents, businesses, community organisations and other stakeholders to take part in these consultations. You do not need to respond to both consultations.
This is the first of three statutory consultations set out in the Council's Local Plan Timetable.
We aim to publish a summary of the consultation findings alongside our Gateway 1 Self-Assessment by 31 October 2026.
The feedback received will help shape the Council's approach to preparing the new Local Plan and inform the next stages of the plan-making process in line with the published timetable.
