Non Road Mobile Machinery (NRMM)
All Non Road Mobile Machinery (NRMM) of net power between 37kW and 560kW, being used at a major development site within Brent must conform to a set EU Engine Emissions Stage or have an exemption issued by the Greater London Authority. Currently the requirement is to meet Stage IIIA of EU Directive 97/68/EC as a minimum. Details of this requirement can be found in ‘The Control of Dust and Emissions during Construction and Demolition Supplementary Planning Guidance’ published by the Mayor of London, July 2014.
- Developers must also register the development site online before the commencement of any works.
‘Major developments’ are defined in the London Plan as
“residential developments of 10 dwellings or more (or, where the number is not given, 0.5 ha or more); and for all other uses, a floor space 1000m2 or more or a site area 1 ha or more. The site area is that directly involved in some aspect of the development. Floor space is defined as the sum of floor area within the building measured externally to the external wall faces at each level. Basement car parks, rooftop plant rooms, caretakers’ flats etc. should be included in the floor space figure”.
From 1 September 2020 it will include all developments in Greater London.
Construction dust management
Sites where construction works are being done, whether be it constructing new buildings, large scale renovations or demolition works; Brent Council requires construction dust to be managed. This could help reduce the overall dust in the area as well as particulate pollution from the construction sites.
