Last chance to have your say on plans to license HMOs in Brent

Time is running out for residents to share their views on plans to improve living conditions in private rented homes.

Everyone is invited to have their say on the council’s proposals to reintroduce licensing for smaller Houses in Multiple Occupation (HMOs) in the borough. Licensing helps ensure homes are safe, well-managed and provide suitable living conditions for tenants.

Brent already operates a Mandatory HMO Licensing scheme, which applies to larger shared properties - those occupied by five or more people from two or more households. These properties must be licensed to meet safety and management standards.

The council previously ran an Additional HMO Licensing programme, which ended in January 2025, for smaller shared homes - with three or more people from two or more households, like those living in bedsits. During that time, more than 2,500 HMOs were licensed.

The council is now consulting on proposals to reintroduce the Additional Licensing Scheme to continue improving conditions in HMOs.

The consultation is open until 10 June 2025.
