Local Land Charges Register and searches

A solicitor or conveyancer, acting on behalf of a potential purchaser of property or land, usually undertakes an official local authority search. It is made up of two types of searches:

• Local Land Charges Register (Form LLC1)
• Enquiries of Local Authorities (Form CON29 R and O)

We would advise you to seek legal advice when buying or selling a property. You, your solicitor or an agent can carry out a search.

Local Land Charges Register (Form LLC1)

Form LLC1 Local Land Charges Register is an official certificate of search which the authority have a statutory duty to maintain which have 12 parts shown below:

• 01 - General Financial Charges
• 02 - Specific Financial Charges
• 03 - Planning Charges
• 04 - Miscellaneous Charges
• 05 - Agriculture Charges
• 06 - Compensation Charges
• 07 - New Towns Charges
• 08 - Civil Aviation Charges
• 09 - Opencast Coal Charges
• 10 - Listed Buildings
• 11 - Light Obstruction Notices
• 12 - Land Drainage Schemes

Enquiries of Local Authorities (Form CON29 R and O)

Form CON29R 2016 has 22 questions and CON29O 2016 has 19 questions. These forms came into effect on 4 July 2016, which includes information that may affect a specific property or piece of land to help protect potential purchasers.

This information can include:

• the planning history of the property
• if the property is in conservation area
• council or state road or rail schemes within 200 metres of the property
• the designation of the property in our Local Development Framework
• maintenance of roads given in the property address
• compulsory purchase orders made by the council.

Official search

You can request and pay for an official search online 

Our online form will allow you to make requests relating to either LLC1 or CON29R/O.

Our turnaround time to process a validated full official search is 15 working days.

Personal search

A personal search, is when you can view the Local Land Charges Register at the council’s Civic Centre.

The register is available to view at the Wembley Library, Brent Civic Centre, Engineers Way, Wembley, HA9 0FJ, Monday to Friday, 10.30am to 2.30pm. 

Note: You must follow the appropriate social distancing measures in place at the time, when visiting the library. 

The person viewing the Local Land Charges Register is responsible for identifying the property or land they are interested in and making notes on any information held on the register. We do not certify data supplied, nor are we obliged to answer any supplementary or additional enquiries when you are making a personal search.
If further information is required for a charge, you must contact the department shown on the Register directly.

Instructions:

• Fill in the email subject line with ‘CON29R 2016 Individual Questions Request’ followed by the search full address.
• In the body of the email, list the CON29R 2016 questions required.
• Where applicable, a clear updated Ordinance Survey plan with the area clearly outlined in red is required.
• Email a scanned cheque to personalsearches@brent.gov.uk then send the hard copy cheque made payable to the ‘London Borough of Brent’ to Local Land Charges, Brent Civic Centre, Engineers Way, Wembley, HA9 0FJ.

Please note:

A maximum of 3 addresses/parcels are allowed per company per day.

• If the address consists of more than one parcel, a written confirmation of ‘Single Transaction’ in front of the address is required.
• Our turnaround time to process a validated request is no later than 20 working days on receipt of payment. This can vary where an address requested consists of a large number of parcels.
• We do not certify the data supplied on the above service.

CON29R questions available from public registers, can be accessed free of charge. Enquiries not on the public register will incur a fee.

You can search free of charge using our online planning database. 

This is a public register with details of planning applications and decisions, enforcement notices, stop notices, breach of condition notices and tree preservation orders.

Highway public register

Question: 2(a), 2.2, 2.5

Our highways public register has information on highways and public rights of way.

Official Search (LLC1 and CON29R/O 2016)

CON29R 2016 individual question fee under EIR

*A maximum of 99 additional parcels are allowed per form on an official search.

Fee paid for validated search and enquiries will not be cancelled or refunded if an application is being processed.

All CON29 fees are subject to a VAT (Standard 20%) and LLC1 fee is outside the scope of VAT.
