Issues with the RingGo app
We are aware of issues affecting the RingGo app and parking payments, and they are working to resolve the problem as quickly as possible. While this is being resolved, we will not be issuing parking penalties for being unable to pay through RingGo. Updates will be provided when available.

Controlled Parking Zones (CPZ)

A Controlled Parking Zone (CPZ) is an area which:

requires you to have a permit to park in the parking bays
is restricted by a single or double yellow line.

About Controlled Parking Zones

In a CPZ, residents and their visitors are given priority to use the parking spaces by displaying a valid permit or voucher in that zone.
A parking permit does not give the holder the right to park outside a particular premises, and does not guarantee an available parking space
The main aim is to discourage commuters and long stay parking by people from outside the area.
To make sure that this works fairly, all CPZ’s are enforced by uniformed Civil Enforcement Officers (CEOs).
In a CPZ, you need a permit to park. Residents and businesses within the zone, except those living in a car-free development, can buy permits.

The purpose of a CPZ

The purpose of CPZs is not to raise revenue, but to improve road safety and parking facilities for local people. The process of implementing, managing and enforcing any CPZ scheme incurs significant costs.

Permit income generated by the scheme is used to maintain and enforce the CPZ. In accordance with the law any surplus income from parking enforcement is used to supplement relevant transport services within the borough, for example by ensuring we can cover the cost of the Freedom Pass.

In a CPZ parking bays are provided in places where it is safe for vehicles to park, and the rest of the kerb side within the zone is subject to yellow line restrictions.

How do we enforce parking restrictions

Civil Enforcement Officers (CEOs) patrol the whole of Brent to enforce parking restrictions. Particular attention is given to Controlled Parking Zones (CPZs). When a contravention is identified a Penalty Charge Notice (PCN) will be placed on the windscreen of the car, handed directly to the driver or sent by post.

The Council works in partnership with NSL, the contractor responsible for parking management and enforcement.

Contraventions such as parking on yellow lines, bus stops, pedestrian crossings, grass verges and footways are enforced, as well as:

parking in permit bays without displaying the correct permit
parking in pay & display bays without paying the correct charge
parking on school Keep Clear markings.
Moving Traffic Contraventions (such as yellow box junctions and banned turns), and parking at bus stops or on school Keep Clear markings, are enforced using CCTV cameras and CCTV equipped vehicles.

The Council also takes enforcement action against vehicles blocking driveways.

Parking contraventions

Parking penalties in London are set by London Councils’ Transport and Environment Committee (TEC). This is made up from elected representatives of the 33 local authorities in London, as well as Transport for London.

Current charges are;

£130 (band A) or £110 (band B) depending on location charge band (Higher rate contraventions, e.g. parking on yellow lines)
£80 (band A) or £60 (band B) depending on location charge band (Lower rate contraventions, e.g. overstaying in a pay & display bay)
£80 (band A) or £60 (band B) depending on location charge band (Lower rate contraventions, e.g. overstaying in a pay & display bay)

A 50% discount is applied if payment is received within 14 days from the date the PCN was issued. If a vehicle remains in place for 30 minutes or more after a PCN has been issued, it may be removed. Some contraventions may result in the immediate removal of a vehicle.

Where a serious problem is caused by illegal parking, for example a blocked driveway, or illegal parking is causing a danger, immediate removal may take place.

The Council is aware of an increased demand for new Controlled Parking Zones (CPZs) in the borough, as well as requests for changes to existing CPZs and parking controls. In recognition of this, the Council is developing a programme for introducing new CPZs, reviewing existing CPZs, and introducing parking and loading restrictions where needed.

The review process

New CPZs and CPZ reviews

CPZs will be considered in areas where on-street parking pressures can be demonstrated, through a high number of requests and from parking surveys undertaken.
CPZs will usually be introduced to clusters of streets, in order to minimise the potential for cars over spilling into neighbouring streets.
Individual streets will not be considered for a CPZ, unless adjacent to an existing CPZ in which it could be included.
Priority will be given where there is evidence of support for new CPZs or changes to existing CPZs, either through online requests or from petitions.

Waiting and loading restrictions (yellow lines)

The Council will assess and prioritise requests for short sections of yellow lines, taking into consideration the following:

where the request has come from; e.g. Emergency services, access for other services, bus operators, MPs, Councillors, General Public
road layout; e.g. Proximity to junctions, bus stops, narrow roads, brow of a hill etc.
specific concern raised; e.g. Road safety, pedestrian routes, cycle routes, bus stops, proximity of schools and other local amenities
parking density and frequency; e.g. level of parking observed and times and frequency of obstruction
road safety / road user visibility; e.g. severity and frequency of poor visibility.

What happens next

In determining our programme we will consider the responses we receive.

Schemes will be prioritised and a programme will be developed for changes to parking management for approval by Cabinet.
Officers will also consider opportunities to change CPZ boundaries in order to improve parking availability and consistency in operational controls in the area.
Any changes will be dependent on a full and formal consultation process.
Following the consultation process, the Highways Committee will consider requests for new CPZs or changes to the operation of existing CPZ or the WSPPS.
Requests for new CPZs or changes to the operation of existing CPZ or the WSPPS that are not prioritised may be considered for inclusion in a future programme.
For specific yellow line restrictions, the Head of Highways and Infrastructure will consider the results of a formal consultation process and determine whether restrictions should be introduced.
