The council is preparing a new Local Plan for Brent to guide how the borough grows and develops.

Brent Local Plan 2019-2041

The council formally adopted a new Local Plan in February 2022.

The Local Plan is a collection of planning documents that, alongside national planning policy and the Mayor's London Plan, sets out our strategy for future development in Brent.

It includes policies around housing, town centres, open space employment, community facilities, the built and natural environment and transport.

These plans are accompanied by a policies map.

Some areas are also subject to Neighbourhood Plans, which need to be considered when determining planning applications.

In part of the borough (most land south of the North Circular and West Coast Mainline, such as Park Royal), the Old Oak and Park Royal Development Corporation is the Local Planning Authority. It is important to note that different planning documents apply. This area can be seen on the policies map.

National Planning Policy for Gypsies and Travellers 2023

In December 2023 the Government changed the definition of a Gypsy and Traveller for planning purposes in response to its previous 2015 definition being found unlawful. In December 2024 it released new Planning Policy for Gypsies and Travellers. The Brent Local Plan adopted in 2022 was required to use the 2015 definition. That definition generated no need for additional gypsy and traveller pitches in Brent. Policy BH9 did however set out criteria that would allow for new Gypsy and Traveller sites should either the Council or others want to bring them forward to meet needs.

The 2023 definition generates a greater need within Brent for Gypsy and Traveller pitches. Any new Brent Local Plan will need consider how the need for additional Gypsy and Traveller sites will be met. In the meantime, proposals for any new sites will be considered against national, London Plan and Brent Local Plan policies.

West London Waste Plan

The six West London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames and the Old Oak and Park Royal Development Corporation have formally adopted the West London Waste Plan.

The Plan is important to set out a strategy and policies for the sustainable management of all waste produced within the Plan area for the period up to 2031.

2025 review of the West London Waste Plan

The West London Waste Planning Authorities have started a review of the West London Waste Plan to ensure that it remains up to date and continues to provide a sound and effective planning strategy for waste management in accordance with national policy, the London Plan and local priorities.

The first consultation on the updated West London Waste Plan ran from Thursday 11 December 2025 to Thursday 5 February 2026.

Comments received during the first consultation phase are now being analysed and will help shape a revised draft of the plan that will be prepared for further consultation (referred to as Regulation 19) around Summer 2026.

The revised plan is currently scheduled to be submitted to Government by the end of 2026 for an independent Examination by the Planning Inspectorate. If the updated plan is found to be sound and legally compliant, it can be adopted by all of the authorities.

Kilburn Neighbourhood Plan

The Kilburn Neighbourhood Plan has been produced by Kilburn Neighbourhood Forum to guide development within the Kilburn Neighbourhood Area, which is located within Brent and Camden.

Harlesden Neighbourhood Plan

The Harlesden Neighbourhood Plan (.pdf, 8.50MB) has been produced by Harlesden Neighbourhood Forum to guide development within the Harlesden Neighbourhood Area, which is located within Brent, Ealing and Hammersmith & Fulham.

Sudbury Town Neighbourhood Plan

The Sudbury Town Neighbourhood Plan sets out detailed policies to guides development within the Sudbury Neighbourhood Area.

Planning guidance

Planning guidance provides advice and information on how we will apply our planning policies. Guidance includes supplementary planning guides, supplementary planning documents and design guides for conservation areas.

Statement of Community Involvement

The Statement of Community Involvement (SCI) (.pdf, 2.01MB) explains how we will involve local communities and other interested parties when we prepare our planning policies and supporting guidance, review the Community Infrastructure Levy and determine planning applications. It also sets out how neighbourhood forums and those submitting planning applications will need to undertake wider engagement to support their plans.

Local Development Scheme

The Local Development Scheme (LDS) sets the timetable and programme for the production of planning policy documentation. It explains the current planning policy documents for the borough. In addition, it also outlines local development documents that will be updated and others that will supplement the borough’s Local Plan for the next three years. The LDS is revised as the Local Authority considers appropriate.

The revised document lists a full account of Brent’s planning policy work priorities. It also identifies the timetable for any neighbourhood plans that are proposed.
