Brent Council is part of a London-wide consortium led by the Greater London Authority (GLA), working in partnership with 30 other local authorities to deliver the Warm Homes: Local Grant.
The scheme is not delivered by Brent Council directly.
All works are delivered under the consortium’s governance framework, with boroughs required to meet the grant terms set by the Department for Energy Security and Net Zero (DESNZ).
About the scheme
The Warm Homes: Local Grant is a government initiative to improve energy efficiency and reduce fuel poverty in low-income households across England.
This scheme is part of the broader Warm Homes Plan, which seeks to upgrade 5 million homes within the next 5 years and support the transition to net zero emissions by 2050.
The scheme aims to achieve:
- energy efficiency: Upgrades may include insulation, solar panels, and air source heat pumps – tailored to individual homes to ensure the most appropriate measures are installed
- cost savings: Occupants on a low income will not contribute to the cost of upgrades
- environmental impact: The scheme aims to reduce carbon emissions and support the transition to net zero emissions by 2050
Eligibility criteria
To qualify for the Warm Homes Local Grant, you must meet all three of the following criteria:
- You must own your home or rent from a private landlord.
- Your home must have an energy performance certificate (EPC) rating of D to G. Check your home’s energy certificate on GOV.UK.
- Your home must be located within one of the government’s priority postcodes. Check your postcode here.
or
- A household income under £36,000 a year or at least one resident on a means-tested benefit such as housing benefit, job seekers allowance, pension credit or universal credit.
If you’re applying as a landlord, you can apply for multiple eligible homes. Full funding is available for one property; for additional homes, landlords must contribute 50% of the upgrade costs. Tenants should not pay for upgrade costs.
