Public Spaces Protection Orders (PSPOs)

Public Spaces Protection Orders (PSPOs) are rules that help keep our public areas safe and pleasant. They are used when certain behaviours are causing, or could cause, problems for local people.

A PSPO can be put in place when there is behaviour in a local area that is having, or is likely to have, a bad effect on people’s quality of life. These rules can only be made when the council has clear evidence and meets legal tests set by national law.

If someone breaks a PSPO and does not have a good reason, it is an offence. The council can give a Fixed Penalty Notice (FPN) or take the person to court.

The aim of a PSPO is simple - to reduce problems in a specific place so everyone can enjoy clean, safe public spaces. We know that most people in Brent act responsibly, PSPOs help deal with the small number who do not.

There are five Public Spaces Protection Orders (PSPOs) in place across Brent. These were introduced after consulting with residents and help us deal with problems affecting local communities.

The current PSPOs in effect are:

• Boroughwide Nuisance Vehicle PSPO: from 17 June 2025 for a duration of 3 years
• Boroughwide PSPO: from 1 February 2026 for a duration of 3 years
• Parks, Open Spaces, Cemeteries and Graveyards PSPO: from 1 February 2026 for a duration of 3 years
• Wembley Park PSPO: from 1 February 2026 for a duration of 3 years
• Notting Hill Carnival PSPO: from 1 February 2026 for a duration of 3 years and only active during the Carnival period

Signs will be placed in all affected areas. These signs explain the rules and show when a PSPO ends.

You can report a breach of any of the listed PSPO's to the Council online, at anytime.

You can help us by providing as much information as possible, including:

• where the breach occurred
• the time the breach occurred
• which of the criteria from the PSPO's were breached.
