The council formally adopted a new Local Plan in February 2022.
The Local Plan is a collection of planning documents that, alongside national planning policy and the Mayor's London Plan, sets out our strategy for future development in Brent.
It includes policies around housing, town centres, open space employment, community facilities, the built and natural environment and transport.

In addition to the London Plan, Brent's development plan is made up of:

Some areas are also subject to Neighbourhood Plans, which need to be considered when determining planning applications.
In part of the borough (most land south of the North Circular and West Coast Mainline, such as Park Royal), the Old Oak and Park Royal Development Corporation is the Local Planning Authority. It is important to note that different planning documents apply. This area can be seen on the policies map.

National Planning Policy for Gypsies and Travellers 2023
In December 2023 the Government changed the definition of a Gypsy and Traveller for planning purposes in response to its previous 2015 definition being found unlawful. In December 2024 it released new Planning Policy for Gypsies and Travellers. The Brent Local Plan adopted in 2022 was required to use the 2015 definition. That definition generated no need for additional gypsy and traveller pitches in Brent. Policy BH9 did however set out criteria that would allow for new Gypsy and Traveller sites should either the Council or others want to bring them forward to meet needs.
The 2023 definition generates a greater need within Brent for Gypsy and Traveller pitches. Any new Brent Local Plan will need consider how the need for additional Gypsy and Traveller sites will be met. In the meantime, proposals for any new sites will be considered against national, London Plan and Brent Local Plan policies.
