The Housing Management Advisory Board was established in April 2025 to support, advise and constructively challenge Brent Council’s Housing Management Service. Acting as a critical friend, the Board ensures compliance with the Regulator of Social Housing, strengthens resident engagement, and contributes to policy development. It meets bi-monthly and it is comprised of an independent Chair, two independent members, three Council tenant representatives, two Councillors, and one staff representatives.

With over 35 years of service at the London Borough of Brent, including 23 years in Housing Management, Dawn brings operational expertise and a strong commitment to resident-focused service delivery.
In her previous role as Income, Home Ownership, and Support Services Manager, she led multiple teams to deliver consistently high-quality services across diverse communities. She continues to advocate for community development through her membership on two Brent Council School Boards.
Her passion for improving housing services is rooted in her strong local ties and belief in every resident’s right to a safe, affordable home. In her role as Chair, she ensures that the Board provides strategic leadership and meaningful engagement with senior Housing Management to shape services that reflect tenants’ needs.

Ben is a multifaceted professional with leadership experience across central and local government, as well as the UK housing sector. His successes in these roles stem from his strategic approach to service delivery and policy influence.
Passionate about youth empowerment and African development, Ben actively engages with the diaspora to drive meaningful change.
As a lifelong Brent resident, he also brings local insight and passion to the Housing Management Advisory Board, where he aims to improve social housing services and champion the resident experience.
Outside of work, he enjoys travelling, cooking, socialising, and playing football.

Paul Fisher
Paul has built a career in estate management, starting in frontline grounds maintenance and progressing into senior leadership roles. He now serves as Head of Estate Delivery at Paradigm Housing.
With a strong emphasis on resident engagement and cross-service collaboration, he brings practical insight and a deep understanding of housing operations. He believes a good landlord service should place residents at the centre of decision-making, treat them with respect and design services to cater to their diverse needs. This commitment to inclusive service delivery drives his contribution to the Housing Management Advisory Board.
Jekaterina Popova (Kate)
Kate joined Brent Council as a graduate trainee in 2015 and has since built a career in public finance, now serving as Head of Finance supporting Resident and Housing Services. She is a qualified accountant with a deep commitment to public service and holds a strong belief in the value of social housing, seeing it as a powerful force to improve lives, strengthen communities, and promote a more equitable society. She sees a good landlord as one who communicates clearly, acts with empathy and respect, and builds trust through partnership with tenants.

Cllr Fleur Donnelly-Jackson
Cllr Fleur Donnelly-Jackson was elected in 2018 for the Willesden Green ward and, following boundary changes, for the Roundwood ward in 2022. As the Cabinet Lead for Housing, she has championed renters’ rights and worked to raise standards across all housing tenures in the borough.
Having grown up in council housing and experienced the challenges of renting, she is passionate about improving housing so that everyone can live in a safe and decent home. She is pleased to be part of the Housing Management Advisory Board, a vital body that ensures accountability and amplifies tenant voices within Brent Housing Management.

Cllr Robert Johnson
Robert is Chair of Brent’s Pensions Fund Sub-Committee and a member of London CIV, bringing decades of public service experience to his role. Born in Kingston, Jamaica and part of the Windrush generation, he has worked in central and local government for over 39 years. He is a qualified member of the Chartered Institute of Housing, specialising in Regeneration and Housing Management along with various other professional bodies.
Throughout his life he has given his time to both church and community, sitting on a number of boards as a non-executive director across numerous voluntary and community organisations. He contributes to local authorities’ strategies and governance, lending his vast experience in public sector housing and planning.

Meachi Buchiri
Meachi has been a resident of Brent for over 20 years and brings extensive experience in customer service and retail management, having led large teams and stores for over a decade. Today, she volunteers with Brent Integrated Diabetes Service, applying her skills to connect with the community and support local healthcare initiatives.
Motivated by her own experiences as a tenant, she joined the Housing Management Advisory Board to help drive meaningful change and improve services for all residents. She sees the Board as a vital tool for holding the council accountable, enhancing service delivery and stopping wasteful practices.
Outside of her role, Meachi enjoys cake decorating and hosting lively game nights.

Maureen Salmon
Maureen is a volunteer at a hospital, supporting canteen staff during mealtimes and offering companionship to older patients. This role has deepened her appreciation for empathy and care in public services. As a social housing tenant, she understands first-hand the importance of affordable, secure housing in enabling people to stay rooted in their communities, especially during the cost-of-living crisis.
Motivated by her own experiences, she joined the Housing Management Advisory Board to help improve communication and service delivery for fellow residents. Outside of her volunteering and board work, she enjoys immersing herself in Marvel and DC superhero animation stories, which offer her a way to unwind.

Chynna Johnson
Chynna currently works in project management and has an academic background in homelessness and housing policy, with a focus on long-term, practical solutions. She joined the Housing Management Advisory Board to ensure residents are genuinely heard, seen, and feel safe in their homes. Passionate about fairness, transparency, and trust, she brings a community-focused and approachable presence to the Board. She is committed to representing residents with integrity and care by holding the council to account, making sure its services reflect the lived experiences of Brent’s communities.
